Is there a mosque in the same town? I mean, probabilistically I would assume so, and I would also assume that the Muslims there would be exempted from a ban on worship/plotting terrorist attacks, but it would be especially illustrative of the nature of the problem if there was a mosque in that town that was allowed to continue operating as before.
